标题[问题] 几题托褔文法想请教

1. "Did the audience participate in the play?"
"Yes, the actors ______ to involve the audience were successful."
答案为whose function it was。这题是考关代我懂，只是疑惑"it was"两字
在这里的功能或意义是什麽?
2. Constructed in Chicago in 1883, the Home Insurance Building was the
first building in the world [that] the floors and the exterior masonry
walls were supported by a skeleton framework of metal.
这题考的是改错。答案是将框起来的[that]改为where，我想问为什麽用that不行？
3. There is no work whatever [what] he can criticize.
这题也是改错。答案是框起来的[what]改成but，想请问为什麽用but?
以上三题，几个人都讨论不出结果，想借助版上众多高手解题，还请大家帮帮忙！
