在一个克漏字选择看到的,想了很久不知道原因,想请高手解答,谢谢!

选项有(A)that followed (B)be followed (C) follows (D) followed.
答案给的是(A).
想请问的就是,前面加个"that". 那这整句要怎麽说呢?
