根据前後文的意思，他应该是想跟你说:
很抱歉，他手边没钱，因此他并没有很积极地跟你接触
(因为他不晓得你有没有能力负担学费?)
如果你家里真的没办法提供你financial support，他也一直没钱
「他可以跟你一起想看看有没其他方案」<-- 就是你问的这句
老师原则上都会展现热心，但基本上还是他信里的第一句话比较实在...
your own financial support = much simpler
不过你後来的回信就解决问题了
