标题[问题] income tax treaty

因为我需要回传给美国一份 W-8BEN 表格
其中有一个问题是
"The beneficial owner is a resident of _______ within the meaning of
the income tax treaty between the United States and that conutry."
我想请问台湾与美国之间没有邦交但仍有 income tax treaty 对吧？
所以此选项我是否可以勾选并填上 Taiwan 呢？
烦请有经验的人帮忙解惑唷！Thanks!
