标题[问题] 一题文法

这篇大意是很久"以前"有一个国王要帮他的3个女儿想她们的结婚计划
其中有一个句子是
When it (come)_________ time for the three daughters to marry,
the king (announce)________ his plan.
答案是came 和 announced
但是如果我写成
When it _came_ time for the three daughters to marry,
the king _was announcing_ his plan.
因为我想成当他的三个女儿达到适婚年龄的那段期间内的一点
他宣布了他的计画
请问这样子解读有错吗~还是有别的方法来判定要用那种?
