标题[问题] 补习班老师的英文笔记有点怪怪的

昨天在补习班上英文课
老师要我们抄笔记
有一句话是
to communicate. to develop affet & cognition
另一句是
They atain night classes offered by community colleage.
第一句的 develop affect 我觉很好怪
翻成去培养情意和认知 但两个不是都是动词吗 ?
develop 跟 affect 我查字典後确定affect没有名词用法 真怪= =
第二句我在想是不是 offered之後是用来修饰前面 night classes的形容词片语?
不好意思 本人英文颇烂 先问问各位的高见!!
