标题[问题] 出口机械及机械零件至俄罗斯

各位先进好：
小弟最近出口一些机械及机械零件给俄罗斯客户，客户三年前曾经请我们协助设厂过，这
次又加订相关设备及维修零件，但客户最近换了拉脱维亚的forwarder, 结果出口後forw
arder今天写信来，要求如下：
The Customs at Destination of this particular press and spare parts requires t
he following information. Please asssit to clarify.
Could You please confirm that actual manufacturer for all spare parts and Pres
s is XXX co., ltd? If not, please specify the actual manufacturer for each par
t of press.
请问这要求合理吗？ 三年前整厂甚至这两年的零件都没被要求过必须告知敝公司的各零
件甚至机械设备之供应商，何以这次有此要求？ 是当地法令有变还是客户请forwarder假
造海关要求刺探情报？感觉这是公司自己的商业机密，给了他们後客人以後不就自己去买
就好了？

我回给客人的forwarder说零件制造商无法提供,只能说供应商是本公司後, 他又写来说
Kindly note that we have to prepare the Certificate for the press and
spare parts. This document is highly required by Customs in Russia. The issue
of Certificate requires to indicate the actual manufacturer and models of the
Goods, which are planned to be imported to the Russia.
MOW海关真有这种鬼需求吗? 配件清单及规格和产证我也提供了,但要制造商也太夸张了吧
