标题[问题] 信用状效期过了不能修改只能reopening?

大家好，我目前信用状遇到了以下问题请大家帮忙..><..
之前因品质的问题被退货，
因不确定何时能出货，所以一直没有去改信用状
现在出货的同时请客人改信用状，
客人回覆效期已过不能再修改。
以下为客人回覆的信件
A prolongation of the LC is not possible, because the date of expiry has
ended.
So we have two possibilities:
1) Opening of a new LC
(costs taken by your company)
2) Reopening the “old” LC without amendment.
By receiving documents our bank will ask if we agree in payment.
Be sure we do for we are very interested in receiving the baths.
But you must know that there is no more payment security of the LC only a
manual handling.
关於第二点不是很了解，"Reopening the old LC"
这句不了解"no more payment security of the LC only a manual handling"
请大家帮忙解惑@@'客人是想表达什麽?
1.是他收到货还是会放款，但要扣手续费??
2.LC已失效，只拿的到手工操作後的款项??
若要重开LC又要一笔费用，这张订单来回运费及重工就花了不少钱，
是否有什麽可以解套的方法?拜托大家了~~
