Bark is an organization here in Taiwan that helps cats and dogs. When an area has too many cats or dogs they will come and CNR(catch neuter return) or TNR(Trap neuter return). If they happen to find an animal is poor condition they will pay for its medical care and many times they will help these animals to find homes!
