标题[问题] 请问Random coding theorem证明中的一句

最近在看消息理论中的Random coding theorem
证明中 "Error probability Analysis" 的部分
出现一句话
the average probability of error averaged over all codes does not depend on
the particular index that was sent.
想请问为什麽average over all codes之後
错误率就不depend on我们所传送的message呢?
不晓得这两者有什麽关系?
