Usually, RF designers focus on 'circuit design', such as front-end
LNA, mixer, filter, PA, antenna, etc. Communications designers
focus on 'system design'. What they care about is not the detailed
operating mechanism of the circuits but what performance the
circuits can achieve. For example, they will do link budget
verification to check if the spec. is met.
The two fields are closely related. Because RF circuits is used for
communications, designers with a clear picture of communications
theory will know the goals for their design to achieve. That's the
pushing force behind the latest research.
On the other hand, communications designers without somewhat of
RF background may go unrealistic sometimes. For instance, once the
BW of your modulation scheme is decided, you should know what the
noise floor is, which limits your receiver sensitivity and the total
NF your system can tolerate.
If you only know one of the fields, fine. But most active designers
in these fields will know at least the basics of the other field
for the success of their designs.
