里面有提到
If you wish to write instead of call, please address your letter to:
Internal Revenue Service, International Section, Revenue Service,
International Section, P.O. Box 920, Bensalem, PA 19020-8518.
Make sure you include your identifying number
(defined on page 4) when you write.
