标题[问题] 页面滑鼠向下滚动 div移动的效果

大家好, 想请教关於这网站的动态效果

还蛮常见的 就是页面往下拉 会触发css3的动态效果
若是就移动的效果 是没问题 但要怎麽控制它浏览到哪个位子後触发呢
