标题[规则] Maria规则数问

大家好，小弟我最近入手Maria(战棋俱乐部的最後一盒库存)，正在研究规则中...
以下是我的几个问题：
1. 关於远征军惩罚(Expeditionary corps)，规则上说可以"...choose a general not
on the board"，也就是说可以进行以下的操作: 受远征军惩罚时，选择一位战死的
将军(not on the board)并付出8TCs放到off-map box中，等到远征军惩罚消失後，
可以让该将军带2支部队回场吗？
2. 规则书上的Section 18的note: The imperial election will be at the end of
urn 4 at the earliest and at the end of turn 7 at the latest是不是写错了
? 最晚应该是在turn 6举行选帝吧？
3. 在义大利轨道上正中间那个打上X的双色胜利标记是甚麽意思？
4. 普鲁士的起始部队数标注为16+6，那个+6有甚麽用意？
