没玩过这款游戏，特地去下载规则看一下。
只能纯就规则字面的意思回答你。
在Ch.13的一开头就有写：
"A commander can use his extra action any time during his turn,
whenever it seems useful.
Using a Commander card is an additional action (Brad, Patton)
or a bonus during the Take Supply action (Monty).
After using it, turn the Commander card face down,
to show that it cannot be used again,
until the card is face up again."
所以看起来特殊能力用了以後就翻面，应该是一体适用的。
