After 74 days of administration processing, my case was completed and H1B VISA was issued on Day 77. Since there are not many experiences on ptt nor internet, I want to share my story. A little bit on my background: I got my Phd in the US, interviewed twice at AIT (for F1), and got into AP once before (duration of 3 weeks). I heard stories from two professors in my field (also Taiwanese): one got his VISA 6 months after his interview and the other one got into AP twice (each duration was 3 months). Before this interview, I kind of felt I shouldn't be so unlucky. During interview, I submitted my CV and the letter from the department showing I have a postdoc position. Miss Pan asked me to additionally submit my thesis abstract and the advisor letter, which is for academic researchers. If applicable, please ask your advisor to answer the following 4 questions (listed on the 221g) briefly and bring it to AIT. (1) What are the goals and practical applications of Applicant's research? (2) What are the source(s) of funding for Applicant's research? (3) What export-controlled technologies and/or information will the Applicant have access to during their research? (4) What U.S. government projects will Applicant participate in or will have access to during their research? If yes, please state whether such research is open to non-U.S. citizens. Beyond using the AIT and CEAC status websites to check your own case, there are two places you can check the status of people going through AP: http://www.checkee.info/ (mostly reported from China) and http://www.immihelp.com/tracker/221g-tracker-page-1.html (from India). According to the Department of State (DOS), AP is typically resolved within 60 days and you can't inquire the case status before 60 days. Even knowing this, I became worryied when my case passed 40 days since most of people interviewed in the same month on checkee got their VISAs. I contacted AIT and the International office of the University which sponsored my H1B, and they told me to wait. Miss Pan specifically told me there nothing she can do for H1B before 60 days (It's different for J1). I called the National VISA Center four times. They told me different stories every time I called. For example, they said my case was moving forward the first two times. They said my last case update was on 9/15 the third time and 9/8 the fourth time. I felt my case had fallen into a black hole and no one would ever tell me what's going on. NVC told me they can leave a note on their system if there no action on a case for 60 days. After the case got 60 days, I tried three channels to let the DOS know my situation. (1) Through AIT: Miss Pan asked my adviser to provide a letter stating the reason I have to go back to the US timely and she will inquire the case status. She called back on Day 71 and said the response from the DOS was my case was still under processing. In addition, she said my case was not forgotten and AIT will contact the DOS one more time on Day 73. If the response from the DOS is still the same, AIT will not do anything for me since my case will take "that" long to process. (2) The international office of the University also inquired the case from the DOS, but I never heard back from them. (3) Contact the International Visitor Office (IVO) affiliated with the National Academies. http://sites.nationalacademies.org/PGA/biso/visas/index.htm I filled out the questionnaire before 60 days and got an email from IVO that my case was reported to the DOS on Day 60. According to IVO, there are about 1000 scientists each year got into AP for a long duration. The average processing time is 71 days for cases reported through IVO (check the website for the specific time duration). I have also heard that people try congressional inquire through the state senator office. But I can't comment more since I have not tried this route. Don't give up on hope!! --
