有一个说法是可以在美国或第三国执行两年条款
看起来似乎是waiver 的一种，
1. 请问有人知道这是归在哪一种Waiver Categories吗?
会这样问是因为一种categories 只能申请一次waiver
2. 根据下面的说法， we require a written statement from an official
of your home government (through the home country's embassy in Washington, DC)
that you were or will be serving in the United States or a third country.
似乎不只可以说过去两年在第三国为台湾政府工作，也可以说是未来即将在第三国
为台湾政府工作。 请问是这样吗?
3. 看起来这个条款是要由出no objetion letter 的单位(台北经济文化代表处)出信
请问有人申请过吗? 跟申请no objection letter 是同一个负责人吗?

Q:
Can I serve my two-year home-country physical presence requirement
in the U.S. or a third country?
A:
The period of time you spend in the United States or a third country after
your exchange visitor program has ended may count toward fulfillment of the
two-year home-country physical presence requirement, if you are employed by
your home country’s government, in its military service, or in its career
foreign service and you are serving in a country other than your home country
at the behest of your home country’s government. Before the Waiver Review
Division can determine whether you have satisfied the physical presence
requirement, we require a written statement from an official of your home
government (through the home country's embassy in Washington, DC) that you
were or will be serving in the United States or a third country in the
service of your home country and at that government's request.
