标题[北美] F-1 visa being rejected

my brother, 19 years old
1. he finished serving the military service
2. he has I-20, and every other required documents
but .......
his application was rejected this morning....
according to my mom, she thinks it is because that my stupid brother
only show the bank account with 30000 NT.....
(my mom gave him a few, total will be over 1000,000 NT ..but he ...)
so my question is that,
should he apply again in one week?
