若题目我没猜错的话，
a.ran up是一整个片语动词，不可拆开成ran the bill up，
解释成积欠，所以整句是指积欠帐单
b.ran up不是片语，只是单纯的动词+介系词片语(=P+NP)
因此可以拆开成ran the hill up，
解释成爬上山坡，和a句的结构完全不同
