标题[问题] 无法更改控制台下：地区及语言选项

请教各位大大：
当使用一个数学软体Sigmaplot时，出现以下讯息：
Parse failure - Check Regional Settings from Control Panel. Make sure that
the list separator and decimal symbol are different, then restart the
application.
我按照此错误讯息，去控制台的"地区及语言选项"中，想要改换所在地区时，
发现套用至别的国家时会自动回复成台湾；在"自订地区选项"下，也无法变更
"数字分位符号"及"清单分隔字元"。
请问要如何处理这样的情况，感谢高手指点 ^_^
