标题[问题]申请香港研究所

小妹现在大三升大四，想要申请香港大学的艺术史研究所，关於费用的部分有一些不懂的地方想请教一下。
在艺术史系的网页中这样写：
Applicants admitted to the M.Phil. and Ph.D. as full-time candidates are automatically offered a Postgraduate Scholarship (PGS). Consequently, all of our postgraduate students receive funding to cover both tuition and living expenses.
Ｑ1: 请问艺术史系网页的意思是只要被录取为M Phil 就一定能拿到PGS 吗？
在 Home>Prospective Students >Scholarship, Funding and Fees的网页中又写道：
All students (including Scholarship holders) have to pay the composition fees.
Composition Fees:
Full-time $42,100 p.a.
Q 2：请问这样的意思是学费一年港币42100，要在入学前先缴交给学校，类似保证金的意思，之後再透过PGS按月慢慢还给学生吗？
Ｑ3：台湾到香港念研究所的人好像很少，找不太到相关讨论ＱＱ 不知道原因为何？有板上的大大知道任何有关香港留学的讨论区吗（通常看到的都是比较杂的大陆留学代办）？小妹蛮想知道当地的实际学术风气和就业情况。
