标题[讨论] 连接词问题

请问各位先进,
以下这个句子读起来怪怪的, 是不是须要更动呢?
The German city of Hamburg has announced plans to become car-free withn the
two decades. It is an ambitious idea, but city officials obviously feel
that using a personal car is not better than walking, biking, or taking
public transportation.
我的问题是: 这段加入 "but" 这个连接词, 是不是读起来会有点怪怪的.
如果把 but 改为 and 或 because 是不是会比较顺一点呢?
