A "three-year experience" means that you had an experience that lasted three
years. For example: "I lived in France in the 1990s. It was a wonderful
three-year experience".
"This position requires three years' experience" means, as you know, work
experience. Frankly, I dislike this shortening of the proper phrase which is,
in my mind "three years of experience". To make "years'" possessive never
made sense to me although there are others who would disagree with me.
