你把句子拆解一下。 so...that...这是如此…以致於…的句子喔。
实际上句意为: The information on some health concerns has been so little that
it is difficult for the .....
意思是: 某些健康事务的资讯数量如此贫乏以致於影响个人是否要就医的判断力。
所以我不认为 so little information是主词，information本身才是。little只是补语。
