题目：The company's standing in the telecommunications industry was forged

疑问：解答上大概是写 因为修饰语没有动词的 所以要从A.B.D里去找 根据句子再选择D
我的疑问是：这本後面p.259讲片语的地方有一句
When disposing of expired credit cards, it is wise to cut them in half.
这里前面"When..."的那句也是没动词的，但却是用when
所以上面那题选择，是不是不该用"修饰语没有动词"这个理由 把(C) when给删掉?
或是我有什麽观念上搞混了?
