这题，would 是助动词，後面的动词一定是原型，所以答案只有C。
But，补充说明，其实这题答案也可是 be。差别如下：

这里表示"没有董事会的支持，这计画不会如期完成" 这句话是一般语气；
但是题目其实假设语气!!

have been completed as scheduled.
表示，当初没有董事会的支持，这计画不会如期完成
所以，就是真的有董事会的支持，所以这计划已经如期完成了。

: 疑问：答案是(A)....希望有强者可以告诉我这种题型的文法...每次都一直犹豫
这题是很典型的分词构句。
原句呈现：
This computer company was established in the late 1980's
with a staff of only ten,
and this computer company has become
the biggest in South Korea, thanks to its sound management.
这电脑公司成立於80年末，只有10位员工。而因为他完善的管理，现已经变成南韩最大!
简化如下：
把连接词删掉，前後主词一样，可选择删除一个，题目删掉前句，所以变成：
was established in the late 1980's
with a staff of only ten, this computer company has become
the biggest in South Korea, thanks to its sound management.
接着，was 是动词不能独立，所以改成 being，(可省略!)
所以就是题目的答案了。
