是，的确用来说明system；两个逗号只是 插入语 的方式。
此外，这句不是分词构句(因为since为连接词，前後的主词不一致，所以不能省略主词)
原句呈现：
Since the company's old database system was replaced, problems with
the company's old database system caused some loss of customer data.
简化一下，利用插入法：
Problems with the company's old database system,
since it was replaced,
caused some loss of customer data.
或者更简化，主词跟动词一起消失：
Problems with the company's old database system,
since replaced,
caused some loss of customer data.
此题的确是 插入，
插入语 本来可以插入 "句子、名词、形容词"，
但一般不能插入"动词"；
所以
上一篇回文的d大 举例中的第二句 可能要修改一下：
原句：ex0-2: Mr. Lin,
died yesterday, will not come here.
应该改成下面4种：
1) Mr. Lin,
dead yesterday, will not come here.
2) Mr. Lin,
who was dead yesterday, will not come here.
3) Mr. Lin,
dying yesterday, will not come here.
4) Mr. Lin,
who died yesterday, will not come here.
致於翻译，d大没翻错。
而 since 翻译虽然是 "自从"，後面的 cause 前面也不是一定要用完成式，
原题目用过去简单式，表达就是损失 就发生一次而已，不是多次。

再多说一点，
其实这个考题 可以用关系子句 简化为 关系片语 来表达：
两句如下：
1) The ompany's old database system was replaced.
2) Problems with the company's old database system
caused some loss of customer data.
请用 since 连接上述两句：
Since the ompany's old database system was replaced,
problems with
it caused some loss of customer data.
关系子句合并如下：
Problems with the company's old database system
which was replaced
caused some loss of customer data.
当然可以用关系片语：
Problems with the company's old database system
replaced
caused some loss of customer data.
但是上面这句不常见，因为如果关系片语只剩一个字，常常会移到先行词之前：所以...
Problems with the
replaced company's old database system
caused some loss of customer data.
