标题[题目] 请教关於复合关代的问题。

新多益题库大全 p222 第十题

should talk to Jessica at the man desk for information.
此题的空白处是要填Anyone
我问老师说为什麽不能用Whoever
老师回答说:因为後面有动词 should talk，所以前面需要主词。
anyone 可以当主词，至於whoever 则是个从属子句的主词，
还需要依附在另一个主要子句之上。
我看此题书本的答案
是写Whoever 可以用作anyone who的形式，在空白处填变成为Anyone who
interested in~。是正确表现，所以在whoever与interested之间应有is

我想问的是:书本的解释是说如果要用whoever开头的话，
要写成:
Whoever is interested in taking extra classes in comunications development
should talk to Jessica at the man desk for information.
有好心的版友可以帮我说明一下，为什麽加上is之後这句就成立了，
我不是很了解，谢谢!
