has 表示比现在还要早发生的
就是had比has早发生
所以，现在下面那句，已经跟你说 Thirty years ago,many people had never touched
如果，你上面又用had，时间顺序就没有表现出来他要的"Thirty years ago"

: 疑问：为什麽是B而不是A

因为 subject是adj，意思为受...支配的，to在这里当介系词，所以後面要接名词
；而不是动词，不要跟to+V原做混淆。
附带一题，如果subject当动词时，则会变成are subjected to regulate，
不过语意会差很多。
