标题[请益] 整合写作的时态问题

想请问在integrated writing中，
重述文章或讲者的句子应该使用"现在式"或是"过去式"?
例如:
In the reading passage, the author
contends that......
In the reading passage, the author
contended that......
使用哪个才是对的呢?
