Actually Klingons solved that in ST6: Undiscovered Country. General
Chang's Bird of Prey can fire under cloak. However, he can't keep the
shields up at the same time, and a "seeking torpedo" got him at the end.
The truth is, Remans were NEVER mentioned in Star Trek until Nemesis,
so the writers can say just about ANYTHING they want with the Remans.
