You could take the exam before you have SSN at hand but still have to wait. The right way to do this is applying for SSN first and go back to SSN Office to check your exact "number" then going to DMV for the rest. Usually you would be able to ask for you SSN by checking it at office within one week. This could save you some time before you actually get the SSN card. I did those last month at Berkeley.
