标题[问题] 请问一下期刊注脚内的说明 (18 USC Sec 1734)

期刊内注脚除了说明资金来源和通讯作者的联络方式之外，
通常还有类似下列的一段文字：
The payment of page charges defrayed in part the costs of publication
of this article, which must therefore be marked "advertisement" in
accordance with 18 USC Section 1734
我去查了该法条
在 Crimes and crimal procedure (Title 18) 里头的 Chapter 83
法条如下：

Sec. 1734. Editorials and other matter as ''advertisements''
Whoever, being an editor or publisher, prints in a publication
entered as second class mail, editorial or other reading matter for
which he has been paid or promised a valuable consideration,
without plainly marking the same ''advertisement'' shall be fined
under this title.

对照起期刊的注脚看起来，其说明似乎是说，经由收费方式而刊登的
出版品要特别标明 "广告" 字样，不然要罚最高 500 美金以下的罚款
。不过有些期刊却没有这样的说明，不知道这段文字说明的真正意思
是什麽？
如果我的认知没有错误的话，那期刊也算是广告的一种罗？XD
