标题[问题] 需要c compiler, 在windows下

想请问一下我想安装Net-SSLeay-1.32这个module
结果却出现
Cannot determine perl version info from lib/Net/SSLeay.pm
Cannot determine license info from lib/Net/SSLeay.pm
Unresolvable missing external dependency.
This package requires a C compiler.
NA: Unable to build distribution on this platform.
我找了很多资料，却找不到解决办法
偏偏c compiler在cpan上只提供unix版本的module
有人遇过相同的问题吗？
