It means resources are used remotely - no need to ship everything back to the
capital for it to be used.
Each province uses resources directly and also produces supplies locally.
(units away from the home area can draw supplies locally and are not
dependant on the capital)
in that case it's talking about the capability to deploy/produce units in
overseas territories. If a contiguous overseas territory (i.e. not connected
to your captial by land) has a certain amount of ICs (set in misc.txt) or
more, you can deploy new units there directly. Imperial World View reduces
the number of ICs you need to do this.
简单讲就是
1)现在misc.txt有定义可以隔海部署的最小所需IC值(在哪，我没找到o_O?)
而帝国世界观的Remote production IC可以降低这个阈值30%
所以中文可以翻"远处独立生产所需IC" 或 "自主生产所需IC" 或 "隔海布署所需IC"

2)帝国世界观同时也让未与首都接壤的省驻军可以直接吃用该省原料产的该省补给
因此可以减少运到该省的supplies
