ex.
1.Minister of Security 部长效用是
Foreign manpower use +10%
Manpower use +10%
2.Chief of Staff 部长效用是
Manpower growth +25%
3.Policy 是"纯"鹰派
Manpower growth +10%
4.Technology 有
Modern Agriculture Manpower Growth +5%

==> m = 1 + 10% = 1.1
==> n = 1 + 10% = 1.1

之後由玩家的游戏算出 A 和 B ,与上面三个系数计算後,就是每日人力增加了。
