标题[北美] 新OPT规定: F1可以合法开公司营利吗？(self-employment)

关於新的OPT规定，不能超过90天unemployed
但是可以self-employ ( 必须有恰当的business license
并且work full-time)。这是表示F1 VISA 下的OPT
只要有state/city/county business license 并按时缴税等
就可以合法开公司吗？
有人有经验或是更详细的解释的吗？

Self-employed business owner. Students on OPT may start a business
and be self-employed. In this situation, the student must work full
time. The student must be able to prove that he or she has the proper
business licenses and is actively engaged in a business related to
the student’s degree program.
