The unilateral decision taken by the Russian Olympic Committee on 5 October
2023 to include, as its members, the regional sports organisations which are
under the authority of the National Olympic Committee (NOC) of Ukraine
(namely Donetsk, Kherson, Luhansk and Zaporizhzhia) constitutes a breach of
the Olympic Charter because it violates the territorial integrity of the NOC
of Ukraine, as recognised by the International Olympic Committee (IOC) in
accordance with the Olympic Charter.
俄罗斯奥委会於2023年10月5日单方面决定将乌克兰国家奥委会（NOC）管辖下的地区体育
组织（即顿内茨克、赫尔松、卢甘斯克和扎波罗热）纳入其成员，违反了《奥林匹克宪章
》，因为它侵犯了国际奥委会（IOC）根据《奥林匹克宪章》所承认的乌克兰国家奥委会
的领土完整。
In view of the above, the IOC Executive Board (EB) today decided that:
监於上述情况，国际奥委会执行委员会（EB）今天决定：
1.The Russian Olympic Committee is suspended with immediate effect until
further notice.
俄罗斯奥委会立即暂停资格，直至另行通知。
2.The suspension has the following consequences:
暂停会产生以下後果：
a.The Russian Olympic Committee is no longer entitled to operate as a National
Olympic Committee, as defined in the Olympic Charter, and cannot receive any
funding from the Olympic Movement.
俄罗斯奥委会不再有权按照《奥林匹克宪章》的规定作为国家奥委会运作，也不能从奥林
匹克运动获得任何资金。
b,As stated in the IOC’s position and recommendations of 28 March 2023, which
remain fully in place, the IOC reserves the right to decide about the
participation of individual neutral athletes with a Russian passport in the
Olympic Games Paris 2024 and the Olympic Winter Games Milano Cortina 2026 at
the appropriate time.
正如国际奥委会2023年3月28日的立场和建议所述（仍然完全有效），国际奥委会
保留决定持有俄罗斯护照的中立运动员个人参加2024年巴黎奥运会和2026年米兰科尔蒂纳
冬奥会的权利适当的时候。
The IOC EB also reserves the right to take any further decision or measure
depending on the development of this situation.
国际奥委会执委会也保留根据事态发展采取任何进一步决定或措施的权利。

亦即，2024年巴黎奥运之时，俄罗斯将无法以国家名义（Russia，IOC代码RUS）参加
甚至连用俄罗斯奥林匹克委员会（Russian Olympic Committee，简称ROC）都不行
持有俄罗斯护照的个人中立运动员（没有公开表态支持入侵乌克兰）
能否参加2024年巴黎奥运及2026年米兰-科尔蒂纳冬奥会？
最後还是交由国际奥委会执委会决定
