I want to make clarification here without offensive purpose.
Actually CVS is only part of CP. CP includes Credential Review,english test
and Qualification Exam. NY BRN asks for CVS since it's easier and faster for
applicants than CP, but compare to CA BRN, it's more complicated.I believe
that if you have CP, every state will allow you to have RN exam.
Nowadays, you need visa screen certificate from ICHP to get green card, but
you don't have to submit it when you file, just prove it when you hold
the interview in consulate. It maybe changed soon. so the sonner the better.
