标题[问题] 有关Health insurance的问题请较

各位大家好
有个health insurance的问题想请教大家。
我目前住在纽约，由於错过了2015年health insurance的open enrollment date，我也不
满足qualifying life events的条件导致我现在无法使用special enrollment date去购
买health insurance。而更麻烦的是，纽约是少数几个不允许贩卖short term health in
surance的州，所以我被告知说我得等到明年才能够购买health insurance。
但刚刚上网查了一下，看起来short term health insurance是不论在哪里购买全国各地
都能够使用。所以即便纽约无法购买，如果能从外州购买回来纽约应该还是可行。
想请问大家有相关类似的经验吗？如果纽约居民要去购买外州的short term plan，是否
能够请有外州住址的朋友用我的名字帮我购买就好？我需要证明我购买的当下人是在外州
的吗？
问题有点复杂，但还是麻烦大家了，谢谢。
