you have to return your license plate after you move to other states
go to DMV and explain your situation
they'll give you a huge envelope for you to mail it back.
as long as you have the license plate, you need to have insurance
or NYS can charge you a great deal of money.
(there's still ways to keep your license plate as a souvenir though :p)
