标题Noises at Level 13 Blk A

I am sorry that I have to write in English because I have problem typing in Chinese on PTT
There is a group of people partying at the kitchen at Blk A, Level 13.
The music is very loud and it seems like someone is smoking.
I wonder if anything could be done to improve the situation?
