SARS, Taiwan and the WHO

As the world tries to stop the epidemic of severe acute
respiratory syndrome (SARS), Taiwan is taking the opportunity
to try to squeeze into the World Health Organization (WHO).
Taiwan says it needs to become a member to have access to the
WHO's information on fighting SARS.
However, China agreed this month that the WHO should send SARS
experts to Taiwan. Further, during an April 23 symposium in Beijing,
Chinese mainland scientists shared SARS information with their Taiwanese
colleagues, and a May 9 video conference on SARS, also held in Beijing,
linked medical professionals from Beijing, Guangzhou and Taipei.
What's more, China recently gave the SARS test reagent, invented by
Chinese virologists, to Taiwan to help fight SARS. China continues to
provide Taiwan with technical materials on the control and prevention
of the disease.
Thus Taiwan's bid to participate in the WHO, a special U.N. agency that
requires statehood for membership, runs counter to the facts. It also
runs counter to international law. It is universally recognized that
there is only one China, the People's Republic of China, and that Taiwan
is part of it. Therefore, Taiwan, as a province of China, is not qualified
to join the WHO. It is worth noting that for six consecutive years since
1997, the WHO has rejected motions to invite Taiwan to participate in the
organization as an observer.
China has taken strong measures to contain SARS and to treat patients. It
also has improved its cooperation with international organizations, including
the WHO. Its efforts are beginning to pay off: The number of new cases in
China has declined.
At this critical moment, anything digressive or distractive is damaging to
the global effort to fight SARS. SARS, as a purely medical question, should
not be politicized.
