The guiding principles of the implementation of the liberalization are to:
(i) maintain the basic framework of the foreign exchange control system and
the regulation of designated foreign exchange banks (appointed banks); (ii)
permit the private sector to conduct trade-related foreign exchange (for
example, noncapital transfers) freely under the basic regulatory framework; (
iii) regulate properly inward and outward remittances in the context of
transactions not related to trade (that is,
capital transfers); (iv) permit appointed banks to set the conversion rate of
forward foreign exchange freely; and (v) require the private sector to report
the balance of its long-term foreign debts (for example, debts with a term of
more than one year).
