流水号 74005 课号 LG5030 授课教师 孙 炜 课程名称(中文) 行政学专题 课程名称(英文) Seminar On Public Administration 学分 3 授课内容 当代行政学的核心问题是：在民主政治中，官僚体制究竟是扭曲人民意志的必 要之恶？还是回应人民偏好的良善机制？本课程试图由此一核心问题出发，探讨当代行政 学中所提供的可能解答。课程目标是使修课同学能够理解当今公共行政研究的重要理论概 念以及实务经验，奠定修课同学未来从事相关学术研究的基础，或进入政府部门服务的准 备。 课程要求： 本课程兼采讨论与讲授并重的授课方式，一则由修课同学报告指定进度的教材，再由其他 修课同学提出质询，并进行课堂讨论，最後由任课教师讲评。本课程并不预设修课同学具 备高程度的行政学或政治学的理论背景或方法训练，但最重要的条件是每周必须课前仔细 地阅读指定的教材内容、课中认真地进行讨论、课後深入地思考。具体的要件为： （一）每周由指定同学报告教材内容，每周以精读一篇论文（或章节）为原则，负责同学 必须针对每篇论文撰写摘要，在上课前发给教师及每位修课同学。 （二）选择课堂所授之各种理论概念或管理实务撰写一篇学术性报告，在学期末缴交。 教科书/参考书 1、 课程简介 2、 行政理论讲述（一） 3、 行政理论讲述（二） 4、 行政理论讲述（三） Frederickson, H.
