看wiki的时候看到special agent这个条目点进去看
发现他的定义是这样的

state, county, municipal, federal or tribal government.
A special agent is not a "spy" (i.e. secret agent), but an investigator.
An agent is a worker for any federal agency, and a secret agent is one who

这样看来
只要是在联邦层级中称为agency单位工作的公务员就是agent、
special agent是专责调查(未必是犯罪调查)、译为「探员」应该是最贴切的
secret agent则是为情报组织工作的
