The process of dialogue based upon mutual trusts that had been shaped since 2000 has suddenly fallen into pieces. In responding to the conflict in Aceh, the Republic of Indonesia has predominantly approached the problem in a militaristic way. Since 1976, the State has conducted 11 military operations, such as the Wibawa Operation, and the region has been almost under continuous martial law. The 27 years long conflict between the State of the Republic of Indonesia and the Free Aceh Movement (GAM) has taken many lives, particularly the lives of civilians. Some estimates put this number at 10,000[HLW1] . Since the implementation of the martial law in Aceh, the military has conducted regular operations to capture the GAM rebels or people suspected of having connections with GAM. The currently imposed civil emergency has not only limited the numbers of international and national humanitarian organization to operate in Aceh, but also limited the type of humanitarian assistance to be delivered [HLW2] . Aside to that, the Indonesian Government has also restricted if not prohibited [HLW3] foreigners from visiting Aceh. Normal life has been disrupted by the increase in the intensity of violence. Children have also been affected by the ensuing violence with the burning of many schools. I. As concerned member of the civil society urge the Government of Indonesia to take comprehensive steps to deal with the human rights situation in Aceh. We urge the Government 2. To lift the civil emergency status in Aceh; 3. To lift restrictions on access for humanitarian assistance in Aceh; 4. To open access for National and International Humanitarian Organizations to operate in Aceh; 5. To reopen channels of communication to solve problems in Aceh peacefully 6. To respect the freedom of association of the people in Aceh. --
