标题[请益] 帮我看一下 专有名词都翻出来了 但是句子连不起来

我搞不懂外国人为什麽要把一个句子搞这麽长 英文能力差的我真的看不懂
专有名词查的到的还好 但是有些常看到的字我却不知道要翻成什麽比较对
有人可帮一下吗 让我理解他到底在讲什麽
如果不能翻出整句 那帮我看看 having conditions 这两个字应该翻成什麽比较好
