标题[问题] 关於组织的问题

我今天在写题目时，
有一题我看了好多遍还是不知道该如何下手，
因为会出现好多不同方向@@
想请问大家对於这题有什麽好的建议呢?

还有另一题是跟控制有关，不过是要比较 BSC 和 TQM，
Q：
Compare and contrast the performance and complexity of the control process
in Balanced scorecard(BSC) management systems and the control process in
total quality management(TQM)systems?
