不是很清楚你用那一套FTP server
以proftpd为例，可以限制仅上传，不准下载
http://www.proftpd.org/docs/directives/linked/config_ref_Anonymous.html
而覆盖的部份，可以关掉AllowOverwrite参数
http://www.proftpd.org/docs/directives/linked/config_ref_AllowOverwrite.html
如果是别套FTP server，请参考对应的文件
